Vi & BSNL Join Forces – Revolutionizing India’s Telecom Landscape

India’s telecom giants, Vodafone Idea (Vi) and Bharat Sanchar Nigam Limited (BSNL), are in early discussions to explore joint use of telecom infrastructure and spectrum. This move aims to manage costs and enhance network capabilities amidst increasing financial pressure.

The collaborative talks are reportedly confirmed by India’s Department of Telecommunications (DoT) and cover towers, fiber networks, and spectrum assets shared between the operators. The discussions follow the parliamentary committee on communications and information technology’s recommendation to prevent duplicative infrastructure, particularly involving government-linked assets. They argue that further sharing could improve efficiency and connectivity while promoting a quicker rollout of 5G services.

Timing is crucial for both Vi and BSNL. Vodafone Idea, where the Indian government holds a 48.99% stake, is working on stabilizing finances while expanding its 5G coverage, which started in Kochi and Thiruvananthapuram in 2025. Conversely, BSNL is improving its mobile network, having recently launched 4G services, and plans to rely on domestic infrastructure for its eventual 5G rollout.

Vi intends to invest INR 450 billion ($4.9 billion) over the next three years to advance its networks. This investment aims to achieve 5G parity in key markets and improve performance. According to Rémy Pascal, practice leader of mobile infrastructure at Omdia, by combining their assets, Vi and BSNL could significantly extend coverage, enhance service quality, share financial burdens, and lower operational costs, competing more effectively against market leaders like Reliance Jio and Bharti Airtel.

From the consumer’s viewpoint, such collaboration could vastly improve network experience without directly affecting mobile tariffs. However, for network equipment vendors, the agreement’s potential extent is challenging to assess. A six-month analysis phase has been announced to detail timelines, savings, and broader impacts, during which time initial orders may soften. Once formalized, a stronger third network could evolve as a beneficial outcome for the market.
