Tencent Cloud has completed a major cloud migration for XLSMART in Indonesia. The project moved more than 60 core applications in 4.5 months. It also shifted 1,200 microservices, 1,100 APIs, and 15TB of core data.
Most importantly, the operator reported zero downtime during the transition. That matters greatly for a telecom provider serving over 69 million users. Any outage could affect payments, customer care, provisioning, and network-facing services.
The project followed the 2025 merger of XL Axiata and Smartfren. That merger created XLSMART and a complex IT environment. Large telecom mergers often leave behind fragmented systems and overlapping platforms.
Accordingly, XLSMART launched the migration in December 2025. The company selected Tencent Cloud as its strategic technology partner. Yessie D. Yosetya, XLSMART’s Director and Chief Information & Technology Officer, called it “more than a cloud migration,” according to the original report.
The main point is Tencent’s use of AI agents. These software agents handled repeated migration tasks across several stages. They supported discovery, architecture mapping, deployment planning, cutover, and monitoring.
Tencent used tools including CodeBuddy, WorkBuddy, TokenHub, and DatabaseClaw. CodeBuddy supported coding tasks. WorkBuddy acted as an AI agent workspace. TokenHub automated migration flows. DatabaseClaw focused on database movement and optimization.
This approach could reduce manual work for telecom engineers. Traditional migrations often rely on spreadsheets, scripts, and many handoffs. Those methods can work, but they create risk at scale.
In this case, AI agents scanned legacy environments across accounts. They mapped older resource specifications to Tencent Cloud configurations. They also generated design blueprints for deployment teams.
Another agentic function appears particularly useful. The system inferred application architectures from discovered assets. It then produced low-level design sheets and visual diagrams.
That can save time during documentation-heavy migrations. It can also help teams understand older, poorly documented applications. However, accuracy remains critical. A wrong dependency map can create serious cutover problems.
During the live cutover, agents monitored systems and flagged issues. Tencent says they helped address technical problems as they appeared. Still, public details remain limited. The exact level of human oversight is unclear.
Tencent has now packaged more than 20 custom migration Skills into a reusable platform. The company links this platform to its Agent Development Platform 3.0. That move turns the XLSMART project into a broader commercial offering.
The wider strategy is also clear. Tencent wants stronger positioning in Southeast Asia’s telecom cloud market. It is competing against larger US hyperscalers with speed, cost, and automation claims.
For operators, the result deserves attention. AI-led migration may become a practical path for modernization. Yet every carrier will need strong governance, testing, and rollback planning. Zero downtime sounds impressive, but repeatability will decide the real impact.
