Hong Kong’s broadband landscape is undergoing a significant shift. According to GlobalData, broadband services are set for growth, while traditional fixed voice services face decline. The forecast shows fixed broadband revenues could grow at an annual rate of 3.1% through 2030, driven by the expansion of fiber optic (FTTH/B) and Fixed Wireless Access (FWA) subscriptions.

Conversely, fixed voice services are predicted to decline at an annual rate of 6.1%. This change is largely due to the rise in mobile and over-the-top (OTT) communication services. GlobalData predicts fixed communication services revenue will see growth, from $2.4 billion in 2025 to $2.7 billion in 2030, representing an annual growth rate of 2.1%.

Srikanth Vaidya, a telecom analyst at GlobalData, points out that fiber connections are expected to dominate, making up around 81% of Hong Kong’s broadband lines by 2030. This shift is supported by government investments and operator-driven FTTH expansions. Despite an advanced fiber broadband market, growth opportunities continue. Operators cater to high bandwidth consumers with ultra high-speed connectivity services. As Vaidya notes, “The next wave will be driven by investments in cutting-edge infrastructure, enhancements in service quality, and devising premium bundles and promotional offers.”

Operators also have revenue opportunities in upselling premium plans and targeting enterprise customers with custom solutions. Government initiatives and smart city projects facilitate reaching new customers and promoting digital business transformation.

FWA is anticipated to play a larger role, with subscriptions expected to grow at a 9.2% annual rate by 2030. Vaidya highlights the significance of FWA, stating it could provide flexible internet solutions as 5G technology matures. “FWA is set to play a much bigger role in Hong Kong’s broadband landscape as 5G technology matures and more people seek flexible internet solutions,” Vaidya emphasizes. FWA’s appeal lies in providing broadband options without the challenges faced by fiber infrastructure deployment. It could appeal particularly to small businesses, renters, and students.

Operators are already broadening FWA coverage. Notably, HKT has deployed mmWave-based FWA services for high-speed internet access in rural areas and outlying islands. As demand evolves, operators place more focus on strategies that balance network upgrades with profitability, emphasizing fiber investments, bundled services, and infrastructure sharing. The industry’s landscape is set to transform with these strategic shifts, poised to meet the increasing demand for high-speed, reliable broadband services.
