Nokia has opened a new AI-focused research centre in Riyadh.
The move places Saudi Arabia deeper into intelligent network development. It also strengthens the Kingdom’s push toward a software-led telecoms sector.
The centre will build tools for more automated communications networks. These systems should configure services, spot faults, and improve performance faster. They should also reduce energy use across large network environments.
For operators, this points to fewer manual tasks. Engineers could shift more time toward planning and service design. However, automation still needs careful oversight, testing, and strong operational rules.
The Riyadh site will focus on Service Management and Orchestration, known as SMO. This helps coordinate network services across different systems. It will also work on Self-Organising Networks, or SON. These networks can adjust settings with limited human input.
In addition, the centre will develop Autopilot capabilities and rApps. These small software applications support smarter network management. They can help operators fine-tune capacity, quality, and energy usage.
The initiative also looks beyond today’s networks. Nokia said teams will explore AI-native technologies for future 6G infrastructure. That matters because future networks will need more built-in intelligence from the start.
At the same time, the project carries wider economic goals. Nokia wants the centre to create local engineering and research roles. It also plans training programmes, boot camps, and certifications in AI and automation.
This could help Saudi Arabia develop deeper technical skills. It may also support more “Made in Saudi” software for global customers. Yet success will depend on talent retention and long-term investment.
Mikko Lavanti, Nokia President of Middle East and Africa, said: Aligned with the Kingdom’s digital transformation agenda, the centre will create high-value engineering and research roles while offering advanced training programs, bootcamps, and AI and automation certifications for Saudi talent.
“The initiative supports national objectives to build local expertise, strengthen innovation capacity and increase the country’s contribution to the global technology ecosystem.”
The government also framed the centre as a strategic national step. It links directly with Saudi Vision 2030, which promotes a knowledge-based digital economy.
Abdulrahman AlMufadda, Deputy Minister for Telecom and Infrastructure at MCIT, added: “The opening of Nokia’s new research and development centre represents a strategic step toward strengthening the Kingdom’s position as a global hub for intelligent network technology innovation and reflects the ambitions of Saudi Vision 2030 to build a knowledge and innovation-driven digital economy.
“The centre will contribute to localising advanced research and development capabilities, developing national talent in AI and software, and creating technologies made in Saudi Arabia that can serve global markets.”
For telecoms providers, the timing is notable. Networks face growing demand from cloud services, video, enterprise applications, and connected devices. AI-led automation could improve reliability while controlling operating costs.
Still, operators must balance speed with trust. Automated systems need transparent decisions and secure integration. If handled well, Riyadh could become an important hub for intelligent network software.
