UK Fibre Refinancing Puts NOCs and AI Centre Stage

UK fibre operators are entering a harder phase after years of rapid buildout. The market now judges them on uptime, take-up, and financial discipline. That shift changes the role of network operations.

According to Ofcom, full fibre now reaches more than three-quarters of UK premises. Meanwhile, AlixPartners estimates nearly half of UK fibre operators must refinance by late 2026. Those refinancings may come at higher rates than earlier debt.

As a result, lenders want revenue, not just passed premises. They also want evidence of cost control. That makes daily operations a central investment test.

At 03:00, someone must understand alarms, routing tables, and customer impact. In weaker teams, staff may only acknowledge alerts. They may lack authority or senior support during the night.

This gap has grown during the build era. Many alternative networks focused on construction speed. Operations teams then inherited systems built under pressure. Inventories drifted, monitoring grew noisy, and knowledge stayed in individual heads.

A single round-the-clock seat can require six engineers. That includes leave, sickness, training, and night recovery. In the UK, costs can quickly exceed £350,000 per year. Yet that only puts one person on watch at any time.

This creates a difficult choice for smaller operators. Hiring improves control and internal knowledge. However, it also adds fixed cost during refinancing pressure. Skilled service provider engineers remain scarce across the market.

A managed NOC, or Network Operations Centre, offers another route. It can spread expert staffing across several operators. It can also add change control, escalation discipline, and overnight coverage.

Andrian Visnevschi, CEO and CTO of ITcare, says this model fits the moment. His company runs managed NOC and engineering services for ISPs and data centre operators. It also builds HORA, an AI network operations platform.

The attraction is clear. Internal engineers can stop constant firefighting. They can return to rollout, service improvement, and customer growth. Still, operators must manage accountability very carefully. Outsourcing does not remove responsibility for service quality.

The role of AI also needs careful framing. Visnevschi draws a clear line: “AI earns its keep on the read side.” In simple terms, AI can compare alarms, logs, traffic flows, and network maps. It then helps engineers find fault causes faster.

That can help after mergers, where two imperfect inventories must become one. Automated discovery can reveal what actually exists. It can turn planning assumptions into an integration path.

Yet network changes need stricter safeguards. ITcare says its system keeps AI away from direct write actions. As Visnevschi puts it, “it proposes, a human approves.” Deterministic automation then makes approved changes in an auditable way.

For fibre operators, the message is direct. Building coverage created market presence. Operating well will decide survival, valuation, and trust. The next due diligence test may start in the NOC.
